The Chief Executive Officer of the Global Media Foundation (GLOMF), Raphael Godlove Ahenu Junior, has called on the Government to speed up the education decentralization exercise in the country. According to him, education decentralization is the transfer of Nursery, Kindergarten, Primary and Junior High School Management and its decision making powers from the Ghana Education Services (GES) headquarters to the Metropolitan, Municipal District Assemblies (MMDAs) by the government. Mr. Ahenu Junior was speaking to Develop Ghana Newspaper in Sunyani in the Brong-Ahafo Region. He mentioned the 1992 Constitution of Ghana; chapter 20 or Article 240, the Local Government Act 462 of 2004, the GES Act 656 of 2003, Ministry of Education 2010 to 2020 strategic plan as some of the legal and policy framework that support education decentralization in Ghana. He continue that the policy is expected to strengthen management and supervision which will help eliminate majority of the challenges facing public basic education and called on all the stakeholders that have roles to play to act with the needed urgency. The CEO said the decentralization exercise will strengthen and make Basic Education management more effective. Mr. Ahenu Junior noted that the Metropolitan, Municipal, District Education Offices will be developed into the MMDAs as Department of Education, Youth and Sports in the country, adding that the Regional Education Directorates will manage Senior High Schools. Touching on the statistics on BECE results, Mr. Ahenu Junior said for a period of ten years starting from 2004 to 2013, the result shows that out of the total number of three million 423 thousand 286 candidates who sat for the BECE, one million 346 thousand 170 candidates representing 39 point three per cent failed, indicating that an average of 134 thousand 617 representing 39 per cent of Junior High School graduates fail the BECE each year. He observed that the high rate of failure is attributable to inadequate supervision and teaching and learning materials, curriculum and syllabus contents as well as the neglect of some educational policies in the country.
